Who Qualifies Automatically?

You automatically qualify for a Blue Badge if you receive any of the following:

  • Higher Rate Mobility Component of Disability Living Allowance (DLA)
  • PIP (Personal Independence Payment) — scoring 8 or more points in the "moving around" activity, or 12 points for "planning and following journeys"
  • War Pensioner's Mobility Supplement
  • Armed Forces and Reserve Forces Compensation Scheme (tariff 1–8, for permanent, substantial disability)
  • You are registered blind (severely sight impaired)

If you receive any of the above, simply provide proof of this benefit when applying — no further assessment is needed.

Non-Automatic Eligibility (Discretionary)

You may still qualify even if you don't receive the above benefits, if you:

  • Cannot walk, or have very considerable difficulty walking
  • Have a severe disability in both arms and cannot operate a parking meter
  • Have a temporary or permanent disability significantly affecting your ability to walk (such as recovering from surgery)
  • Have a hidden disability — such as a cognitive or psychological condition that makes it very dangerous to be near traffic (including severe dementia, autism, or mental health conditions)

For non-automatic applications, your local council will assess you — this may involve an independent mobility assessment or additional evidence from your GP or consultant.

Documents You'll Need

  • Proof of identity: passport, driving licence or birth certificate
  • Proof of address: utility bill, bank statement or council tax bill (dated within 12 months)
  • Proof of benefit (if automatic qualification): DLA/PIP award letter
  • A recent digital photograph (head and shoulders, taken within the last 12 months)
  • Evidence of your disability (for non-automatic): letter from GP, consultant or occupational therapist

How to Apply — Step by Step

    Apply online at gov.uk

    Go to gov.uk/apply-blue-badge. The application is processed by your local council. You'll need to create an account or sign in.

    Fill in the application

    Allow around 45 minutes. You will need to describe how your disability affects your ability to walk — be detailed and honest. Mention any pain, distance limitations, use of aids and how long you can walk before stopping.

    Upload your documents

    Upload your photo and supporting documents as part of the application. Make sure photos are clear and in colour. Scanned copies of letters are fine.

    Pay the fee (England only)

    In England, your council can charge up to £10. Some councils charge less — a few charge nothing. In Scotland the badge is free.

    Wait for a decision

    Processing times vary — typically 6–12 weeks. If an assessment is needed, you will be invited to attend. Once approved, the badge is posted to you. It includes a clock card for displaying parking arrival time.

What Parking Rights Does a Blue Badge Give You?

With a Blue Badge you can:

  • Park in disabled parking bays on streets and in car parks
  • Park on single and double yellow lines for up to 3 hours (in England) — display the clock card showing arrival time
  • Park in loading bays for up to 3 hours (unless signs say otherwise)
  • Use free or reduced parking in many council car parks (varies by council)
  • Park for free at on-street pay-and-display bays in most areas

Important: Always check local signs — some areas have different rules. The badge does not exempt you from all parking restrictions.

Renewing Your Blue Badge

Blue Badges last 3 years and do not renew automatically. You must apply to renew — ideally 6–8 weeks before expiry. You will need to re-submit your application with up to date evidence. Renew at gov.uk/apply-blue-badge.

Blue Badge Misuse — The Penalties

Using a Blue Badge fraudulently — including using someone else's badge without them in the vehicle — is a criminal offence. Penalties include a fine of up to £1,000 and confiscation of the badge. Councils run enforcement operations using covert CCTV.
